I thought the fist in the series blew the doors off everything in the spy genre and it remains one of my all-time favorite action flicks. The second was so-so, but this one impressed me. It managed to stay interesting and (relatively) unpredictable which is a common thread with this series. SO I can't help but recommend it because it's better than the majority of James Bond movies. There are some things that are not so hot like the jerky camera work is pretty annoying but it seems to be the trend nowadays. This is a solid movie worth seeing (and that's rare for a second sequel)
