This movies makes people laugh because they are shocked, rather than because it is truly funny. Borat uses the shock of racism, sexism, homophobia, etc to make a point about prejudice in our society but he does so at the expense of the Kazakhstan people. No wonder the Kazakhstan people were insulted by this film, they are portrayed as morons and idiots.
