It's classed action... but we could class the movie comedy since the action was piss poor. It seemed like they tried to copy James Bond or the Matrix, but it was taken too far. Hot women? Not really. Good acting? Forget it. The best actor in the movie was Tom Green, even though he only played five minutes in it.
