The basic idea of this movie is a sound one and, in Tarantino's skillful hands, it probably would have been a good movie. However, with script and direction by Joe Carnahan, it is a disaster. Every line of dialogue just adds to the confusion of the story instead of illuminating it. Even the violent scenes are not enjoyable because they seem to occur with no rhyme or reason.
