This movie is not the typical best foreign film winner. It is definitely not a "feel good" movie. It is an education. I can understand why people didn't like it. It is almost in real time with lots of dialogue. That said, it show cases present day Iran very well. It illustrates social issues: the desire to stay there for family; the desire to leave for a non-religious and open society; the impact of religion on day-to-day life, the legal system and family. It is definitely an important film. The subtext speaks volumes.
