In the early 1990s, a once-prosperous city descends into disorder and rampant crime. Determined to change his fate, worker Man Zi-Keung (Zhu Yilong) joins flight attendant Lok Ka-Yuen (Michelle Wai) in a heist that brings them a huge sum of money. Their success drives Man to take ever greater risks, drawing wealthy businessman Chan Fai-Yin (Tony Leung Ka-fai) into an escalating confrontation. Mainland police officer Qi Honggang (Tan Jianci) and Hong Kong officer Kwan So-San (Selena Lee) pursue the investigation, as the two forces join hands.
